    The Town of Hillsborough is seeking a purchasing manager to perform responsible professional level accounting and purchasing work to provide a centralized source of procedures, information and support services related to the town's procurement of goods and services, contracting, and bidding activities in accordance with all applicable purchasing rules and regulations. This employee will also be responsible for performing, and indirectly supervising one employee's performance of, general and specialized accounting functions associated with accounts payable.


        Processes and verifies weekly check run; enters data into computer system for requisitioned checks; reconciles all invoices and balances to printout; prints checks and related reports; mails checks; attaches backup to office copies; clears checks in computer system that have cleared through the bank.

        Processes, reconciles and verifies invoices, including invoice terms and purchase orders; reconciles invoice with packing slips; obtains appropriate approval; prepares data entry tickets with correct account numbers.

        Manages the town's purchasing program; organizes and implements systems and procedures for procurement. Confers with department heads, local government officials and staff, to ensure compliance with the town's procurement policy. Reviews and authorizes purchases; determines appropriate method of purchase (i.e. informal bids, formal bids, negotiated contracts or other procedures).

        Advises departments on equipment and supplies specifications and the purchasing process; assists in determining standard products, equipment, supplies and materials to be maintained in inventory and/or used by all departments. Maintains the town's vendor registry including vendor lists and product files, price lists, comparison sheets on regularly purchased items, and appropriate purchasing requisition and bid files.

        Reviews purchase order requests for completeness; obtains approval from finance director; enters data into system; prints and distributes purchase orders; maintains purchase order files.

        Maintains oversight of bid openings and detailed legal process for capital expenditures, analyzes bids, reports results and documents all required steps in the procurement process. Advises departments when preparing bid specifications for procurement items, coordinates with budget for funds availability. Maintains the town's spending authority record and compliance with relevant policies.

        Indirectly supervises one employee responsible for general and specialized accounting functions associated with accounts payable.

        Processes cash drawers for deposits; totals checks and cash; verifies miscellaneous receipts; notifies supervisor of any discrepancies; makes deposits and obtains change if needed; prints out credit card advices and transmits to bank.

        Performs limited revenue and grant management functions under the supervision of the assistant finance director.

        Performs other related duties as needed.


    Education and Experience:

        Requires a bachelor's degree in accounting, business administration, or public administration and three years of related experience; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities.

    Licensure, Certification, or Specialized Training:

        Achievement of the Certified Local Government Purchasing Officer credential is required within 24 months of employment (obtained via the UNC School of Government).

        One or more certification from the following organizations is preferred: Carolinas Association of Governmental Purchasing, National Institute of Governmental Purchasing, and the National Purchasing Institute.

    Working Conditions and Physical Requirements:

        Must be physically able to operate small hand tools, and a variety of automated office machines.

        Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

        Must possess the visual acuity to work with data and figures, handle accounting processes, operate a computer, and do extensive reading.

        Sedentary work involves sitting most of the time but may involve walking or standing for periods of time.  


    Hiring salary will be dependent upon the selected candidate's qualifications. A competitive benefits package is provided.

There may be multiple stages involved in the selection process. A background check of the finalists for the position will be conducted, to include a pre-employment drug screen, reference checks with previous employers, criminal history review, confirmation of education and military history, site visits to the applicant's place of employment, and other reasonable checks.
