    General Description:  The main duties of this position are to process contracts, complete daily banking, key journal entries and perform reconciliations on general ledger accounts. Other duties include preparing and reconciling financial reports, processing BCCCP claims and providing assistance to Finance Team as needed.

    Illustrative Duties/Responsibilities:
    • Contracts – draft contracts, review vendor contracts/agreements, adhere to retention schedule, follow up on expiration, draft and issue RFPs as necessary.
    • Daily banking
    • Journal entries
    • Serves as back up for preparing reports for the purpose of monthly drawdown of funds from Aid-to –Counties database and the Payment Management System.
    • Purchasing back up – issuing POs, ordering supplies, key the daily deposit
    • Payroll back up
    • Payroll reconciliation
    • Financial reporting in Munis
    • Assists with special projects as needed

    Education/Experience: Graduation from an accredited college or university with major course work in purchasing, accounting, business management or related field or a minimum of five years of extensive accounting experience in public finance and local government administration; Master’s Degree in administration, public health, or business preferred.  Required to take Basic Principals of Local Government Purchasing within the first six months.

    Skills:  Must be familiar with standard office procedures, practices and equipment.  The ability to write clear, concise contracts and specifications; to express ideas clearly, both orally and written; and to establish and maintain effective working relationships with associates, vendors and the general public is required.   Must have excellent Microsoft Office Excel knowledge and skills.

    Knowledge:  Thorough knowledge is required of the laws relating to public purchasing of business methods, markets, and purchasing practices; the various qualities and grades of a variety of materials, supplies, and equipment used by the agency.
