    Town of Granite Falls

    The Town of Granite Falls is seeking a highly motivated and detail oriented professional to fill the position of Tax Collector/Payroll Technician. The Town of Granite Falls is committed to providing an encouraging atmosphere that supports job satisfaction and professional growth for all Town staff. Granite Falls, (approximate population 4,957) is located in the western piedmont area of Western North Carolina and is part of the Hickory Metropolitan Statistical Area (MSA), the sixth largest MSA in the state. Granite Falls is located approximately 40 miles southeast of Boone, 65 miles northwest of Charlotte, and 70 miles east of Asheville, and is the southernmost municipality in Caldwell County, bordering Lake Hickory and Lake Rhodhiss on the southern and western sides of town, respectively. Major transportation routes serving the Town include US 321 and US 321A, which run north and south through the Town and Interstate 40 located approximately 5 miles south in the City of Hickory. The Town has a council-manager form of government, consisting of a mayor and six councilmembers, each elected on a non-partisan basis to serve staggered four-year-terms. The Town provides a full range of municipal services with a current budget of $14.65 million. The fiscal year 2021-2022 budget includes a total General Fund budget of $4.99 million, Water/Sewer Fund Budget of $2.43 million, and Electric Fund budget of $7.23 million.

    The Tax Collector/Payroll Technician is responsible for tax billing and collections, and payroll processing for the Town. Work involves applying established laws, policies, processes, and procedures to the preparation and mailing of tax bills, reviewing and processing of tax bills, payroll, personnel actions, and fringe benefits documents, and serving as a backup for customer service/collections. Work is characterized by use of personnel action forms, statements, vouchers, and payroll documents. Work also includes processing of time sheets, payroll actions, fringe benefits, and related personnel documents into the payroll system and compiling information and submitting the required payroll, retirement, insurance, and deductions reports. Employee must know and apply state laws governing the billing and collection of ad valorem taxes. Independent judgement and initiative are required in the performance of duties. Work is performed in accordance with established Town finance procedures, local ordinances, and North Carolina General Statutes governing the responsibilities of local government fiscal operations under the North Carolina Fiscal Control Act. Work is performed under the supervision of the Finance Director and is evaluated through conferences, accuracy and completeness of payroll and accompanying reports, and by independent audit of financial records.

    Education and Experience Requirements:
    Graduation from an accredited two-year college or university with a degree in accounting, business, or related field and considerable paraprofessional accounting experience in payroll processing and/or ad valorem tax billing and collections, or an equivalent combination of education and experience. Possession of or ability and willingness to obtain North Carolina Tax Collector’s certification. Valid North Carolina Class C Driver’s License is required, certification as a North Carolina Certified Tax Collector preferred.

    Compensation and Benefits:
    The Town of Granite Falls offers a competitive salary commensurate with experience and qualifications. The hiring salary range for this position is $39,941-57,584. The Town provides a comprehensive benefits package including health, dental, vision, and life insurance; Local Government Employees Retirement System (LGERS) contribution; annual vacation, sick leave, and paid holidays. Additional benefits include bereavement and parental leave, education reimbursement, and longevity pay.
